IGNOU announces last date for admission

NEW DELHI: The Indira Gandhi National Open University (IGNOU) on Sunday announced January 8, 2013 as the last date to apply for late admissions to its various academic programmes. 

University officials said the students would have to pay a late fee of Rs 200 along with the application form. 

The IGNOU programmes offered only in the January session include Master of Science in Mathematics with Applications in Computer Science (MSCMACS), Post Graduate Diploma in Hospital and Health Management (PGDHHM) and PG Diploma in HIV Medicine (PGDHIVM), among others. 

The varsity has invited applications for Masters of Computer Applications (MCA), Master of Arts in Rural Development, MA in Tourism Management, Bachelor of Computer Applications ( BCA), and Master of Business Administration in Banking and Finance, among others. 

Established in 1985, IGNOU was set up to provide cost-effective education, especially to the poor. 

The university educates over four million students in India and 36 other countries through 21 schools of studies and a network of 67 regional centres, around 3,000 learner support centres and 67 overseas centres. 

The university offers about 490 certificate, diploma, degree and doctoral programmes.

Government announces a boost in number of MBBS and PG medical seats


Union minister for health and family welfare Ghulam Nabi Azad has announced that MBBS and post-graduate medical seats will be increased by 50 and 100 percent respectively. These changes emphasize the Ministry’s focus on the medical education sector in order to create more medical manpower.
Since the UPA’s rise to power in 2009, the availability of medical seats has gone up by 40 percent for MBBS and 80 percent for post-graduate seats. The projected increase in seats next year (2013-2014) will create a record of sorts in the medical education sector.
The Minister urged young medical graduates to voluntarily seek out rural assignments. Close to 99 percent of medical students choose to work in urban areas, with just a mere 1 percent who choose to dedicate their services to people in rural areas. Rural areas have an acute need for diagnoses, medical aid, preventive healthcare practices and the promotion of nation-wide health campaigns.
These new reforms will tackle problems at every level - overcoming the shortage of the faculty in hospitals, granting land, equipment, infrastructure, bed occupancy or increasing the student -teacher ratio or increasing student intake for medical seats (both MBBS and PG).
The Minister also announced that in the last two years the Ministry has sanctioned over 269 nursing schools in order to combat the shortage of nurses and auxiliary nurse wives (ANMs). These schools are situated mostly in remote, inaccessible districts in the country. The project is estimated to cost around Rs 2,030 crore. However, these schools are expected to churn out over 20,000 nursing graduates annually.
Meanwhile the government is also focusing on increasing the level of paramedics in the country by opening centers of excellence in paramedical education. Also, the government has sanctioned the establishment of a national institute of paramedical sciences in Delhi. Furthermore, Chandigarh, Lucknow, Bhopal, Hyderabad, Coimbatore, Bhubaneswar, Bhagalpur and Aurangabad will all receive regional institutes for paramedical training. Once these institutes are fully functional, an estimated 10,760 paramedical graduates are expected to flood the industry, annually.
Sources have revealed that the government is seeking greater participation from the private sector, claiming that it would not be able to shoulder all of the responsibility. The private sector’s participation was stressed upon, specifically in the funding for higher education. Along with working on improving the quality of teaching talent in the industry, the private sector can also help by funding weaker and impoverished sections of society have the choice of higher education.
In order to revamp the education system, greater focus needs to given to research in the health sciences by equipping researchers with world class facilities – libraries, research labs and computer facilities.

Heart Attack Patients Who Receive Blood Transfusion Have Higher Mortality Risk

Heart attack patients who receive a blood transfusion are at a much higher risk of death than those who don't receive one, according to a report published in Archives of Internal Medicine. 

Anticoagulant and anti platelet drugs are often used to treat acute coronary syndrome which typically occurs during aheart attack. These drugs work effectively, but they also increase the patient's risk of bleeding, which can eventually develop intoanemia, a condition that often results in the need for a blood transfusion. 

A group of researchers led by Saurav Chatterjee, M.D., of Brown University, carefully analyzed ten studies carried out between January 1966 and March 2012 which involved a total of 203,665 patients. 

The all-cause mortality rates of those who underwent a blood transfusion during myocardial infarction was found to be 8 percent higher than those who didn't receive one (18.2 percent vs 10.2 percent). This represents a significant increase in risk of mortality (by 12 percent) among those who received a blood transfusion. 

Further analyses indicated that the increased risk of mortality among those who received a blood transfusion was independent of baseline and hemoglobin levels as well as any changes of hemoglobin levels. =

Those who had a blood transfusion were also found to be at a higher risk of suffering from another heart attack.

The authors said: 

"In conclusion, this meta-analysis provides evidence that rates of all-cause mortality and subsequent myocardial infarction are significantly higher in patients with acute myocardial infarction receiving blood transfusion. Additional outcomes data are needed from randomized clinical trials that investigate important outcomes with adequate sample size and with low risk for bias."


Much more research is needed, according to Jeffrey L. Carson, M.D., of the University of Medicine and Dentistry of New Jersey, New Brunswick, and Paul C. Hébert, M.D., of the Ottawa Hospital Research Institute, Canada. They state that it is difficult to know whether or not more people suffering from myocardial infarction die from blood transfusions than anemia.

They add: "What might we take away from this systematic review? The authors remind us that patients with an acute myocardial infarction are often anemic and receive red blood cell transfusion. However, because of its many limitations, as physicians, we should not use the results of this review to justify or limit the use of red blood cells." 

Carson and Hébert conclude: 

"For researchers and decision makers, we can now appreciate how little reliable information is available to inform clinical and policy decisions involving red blood cell transfusions in patients with acute coronary syndrome.

Given that real risks and potential benefits exist as to how we choose to use the valuable resource of blood transfusion, we believe that high-quality research is long overdue."

Marijuana Use Linked To Psychotic Symptoms In Teenagers

While there is a link between the use of marijuana and psychosis, researchers from the Netherlands suggest that psychotic symptoms in adolescents may actually influence later marijuana use. 

Many studies have identified an association between marijuana use and an increased risk of developing mental illness, a previous study showed that individuals who smoked pot developed psychotic disorders nearly 3 years earlier than people who didn't use the drug.

Scant research has explored whether or not it could be the other way round. This new Dutch study, published in the journalAddiction, is one of the first of its kind to look into whether teenagers with mental illness may be more inclined to use marijuana to relieve some of their symptoms - what some refer to as "self-medicating with marijuana".

The big question is whether marijuana use causes psychosis or if teenagers with psychotic symptoms are more inclined to use the drug.

Lead author of the study Merel Griffith-Lendering, a doctoral candidate at Leiden University in The Netherlands, said: "We have focused mainly on temporal order; is it the chicken or the egg? As the study shows, it is a bidirectional relationship,"

Dr. Gregory Seeger, medical director for addiction services at Rochester General Hospital in upstate New York, said: "What is interesting in this study is that both processes are going on at the same time,"

He noted how a teenage brain is still very vulnerable as it is still developing. The effects of the main active compound in pot called tetrahydrocannabinol (THC) has been found to even potentially reduce the IQ of teenagers who take the drug.. Not only this, but people with a family history of mental illness are more sensitive to the toxic effects of THC. 

A previous study conducted in Australia involving over 3,800 adolescents found that those who smoked marijuana were twice as likely to develop psychotic symptoms than those who didn't. However results from the same study indicated that those who suffered from hallucinations or delusions were also found to more likely start smoking pot at a younger age. 

Over 2,120 Dutch teenagers were questioned about how often they smoked marijuana at ages 14, 16 and 19. They were also asked whether they see things that others do not, how well they are able to concentrate, and if they ever experience feelings of loneliness. 

Around 44 percent of the teens surveyed admitted to smoking pot, the researchers also identified a bidirectional link between cases of psychosis and pot use. Smoking pot was linked to the development of psychotic symptoms after three years while at the same time they found that cases of psychosis led to marijuana consumption after three years. They also factored in alcohol and tobacco use, as well as family history of mental illness. 

The researchers couldn't determine whether marijuana use directly increases the risk of developing psychotic symptoms. 

According to Dr. Marta Di Forti, of King's College, London: 

"We can say for some people that cannabis comes first and psychosis comes second, but for some people they have some (undiagnosed) psychosis (and) perhaps cannabis makes them feel better."


It is important that people understand that there may be risks associated with marijuana use that aren't completely understood yet.
